Hot Topic 2026: E-Invoicing Mandate

Since 01.01.2025, the e-invoicing obligation applies in Germany. What this means for German companies is described by the Federal Ministry of Finance in its FAQ.

The background is the EU plan (ViDA: VAT in the Digital Age) to build a real-time reporting system for intra-European transactions and to prevent VAT fraud.
Preparations are also underway in other European countries. Some are further along in implementation than others, e.g.
  • Italy has required e-invoicing for B2B and B2C transactions since 2019. The format is called FatturaPA, and the exchange platform is called Sistema di Interscambio (SdI).
  • Romania has required e-invoicing for B2B and B2C invoices since 01.01.2025. The standard is called RO_CIUS, and the platform is called RO e-Factura.
